Revalidation Assessment for Incident Command Level 4

Revalidation Assessment for Incident Command Level 4

 Greater Manchester Fire’s Chief Fire Officer Dave Russel received his 2-yearly revalidation of incident command assessment. In line with National Operational Guidance (NOG) GMFRS expect all their commanders, up to and including strategic commanders, through a command assessment. K Lamb Associates sent a delivery team along with a strategic assessor. Preceding the assessment day the strategic assessor delivered a ½ day refresher input on incident command for both delegates. Feedback on technical and non-technical behaviours was delivered using the Effective Command Behavioural Marking Framework (ICL4 Tactical). With the likelihood of taking command of an incident of such scale to warrant a ICL4 it is more important than ever to maintain competence at those skills for when and not if it happens.

 Two delegates from Cambridgeshire Fire were the latest to attend Staffordshire Fire HQ and the Civil Contingency Unit (CCU) for the final phase of their SFJ Awards Level 7 Award in Strategic Incident Command, a face-to-face practical exercise. Delegates take turns in chairing a complex Strategic Coordinating Meeting (SCG) with several credible authentic role players giving the necessary challenge associated with such a meeting. Elements include the chair of the Tactical Coordinating Group giving a verbal brief, up to 90 minutes chairing the meeting, a brief media interview and handover of chairing responsibilities all encased in a thorough constructive feedback session from peers in the group.

 Northamptonshire Fire engaged Joe Hassell from Joe Hassell Command, in partnership with KLA, to deliver one of our Strategic Command Refresher and Decision-making Exercises. Well received and attended, officers from Northants immersed themselves in some challenging thought-provoking dilemmas and group discussions. There are several scenarios to choose from including Wildfire, High Rise and MTA. Feedback is always good;

 “Good factual input from Joe and plenty of quality discussion by attendees. I particularly benefitted from taking part in the workshop with local commanders from my Service.”
